CORRE provided construction oversight and inspection services for multiple projects within the Foxconn Development Roads Program which will accommodate increased capacity and provide alternative methods of transportation in support of the Foxconn development in Racine County.

Projects included the expansion, realignment, and modernization of both STH 11 and Braun Road along the I-94 corridor, the realignment of Wisconn Valley Way, the reconstruction of the Wisconn Valley Way/CTH KR intersection, the expansion of CTH KR to a six-lane divided highway, and over 16 miles of shared-use paths.

CORRE provided construction oversight and inspection services for these highly complex Mega Projects on the I-39/90 corridor from 2017 – 2021. The projects expanded the northbound and southbound lanes of I-39/90 from two lanes to three in both directions.  The projects utilized crossovers to maintain two lanes of traffic in both directions during construction.  Reduced speed limits, temporary raised reflectors, gawk screen, glare screen, and temporary barrier wall with access gates were used to enhance safety. These projects had Federal Oversight and reconstructed/expanded a total of 11-miles of interstate and the CTH N interchange.

Items of work included major grading and rock excavation, concrete and HMA pavement, 12 bridge replacements, five staged box culverts, four concrete panel retaining walls, 14 overhead signs, ITS, street lighting, storm sewer, sidewalk, pavement markings, and a new weigh-in-motion system which included device installations and static scale for the southbound WisDOT Safety & Weight Enforcement Facility. In addition, living snow fence, shrubs, and trees were planted providing improved aesthetics for the corridor.

The 11 miles of interstate reconstruction consisted of four separate projects:

The Wisconsin River crossing on STH 130 consisted of three bridges that were in need of replacement. The project study determined the appropriate location and structure type for the STH 130 Wisconsin River Crossing structure. Several options, including the existing alignment, were evaluated for the new structures.

As a subconsultant, CORRE completed the survey work for this project which included a bathymetric survey of the river bottom utilizing a sonar unit on a boat. The survey scope included cross sections at upstream and downstream faces of the existing structures, as well as 190 acres of river bathymetric survey. LiDAR scanning was used to model river banks, low chord and surface water elevations at downstream (railroad bridge) and upstream (STH 23) structures, as well as stream bed characteristics.
